Overview

Pellings were appointed by the London Borough of Barnet Asset Management Department to provide Design, Contract Administration and Project Management Services for the refurbishment of the Council's Grade II Listed Town Hall.

The scheme comprised refurbishment of the Civic Space, which included the ground floor open plan Reception and Business Centre, the Council Chamber, the Mayoral Suite and Committee Rooms at first floor level. In addition, a designated Heritage Room has been formed for display of Civic Regalia, and an enlarged Committee Room now provides for meetings of up to 120 people.

The key design criteria for the scheme included:

  • Improved access for all, through the installation of a DDA compliant lift, assisted door opening devices, hearing loops and enhanced provision of accessible toilets.
  • The use of wireless technology to reduce the impact of the works on the building fabric. This included the installation of a wireless conferencing system and WIFI access.
  • An emphasis on sustainability. Existing Art Deco light fittings were converted to low energy, water management devices were fitted in refurbished toilets and 100% off site recycling was achieved through the use of a specialist waste recycling contractor.

The scheme delivers a facility which meets the modern demands of a forward thinking Local Authority, whilst demonstrating respect to the building's heritage and the civic functions it is required to perform.
